Russell Lawrence has been the Director of Tuscaloosa Transit since 2012. Prior to this position he worked for the City of Tuscaloosa as the Business Manager for Tuscaloosa Water Works. He has also worked as the Accounting Manager for the City of Tuscaloosa Finance Department. Lawrence holds a Bachelor of Science Degree in Accounting from the University of Alabama.

Adrian Solomon currently serves as the Chief of Staff for the Birmingham-Jefferson County Transit Authority (BJCTA) in Birmingham, Alabama. She is an active voice for riders and has been active in the transit industry since 2011. Solomon is dedicated to working with the Alabama Transportation Association to provide more accessible and affordable public transportation in Alabama.
Tyrone Parker, SECRETARY

Tyrone Parker has served as the General Manager of The Wave Transit System in Mobile, Alabama since 2007. Parker has 25 years of experience in the transit industry, with his career beginning as a student intern while attending Jackson State University. He holds a Bachelor of Science Degree in Computer Technology.
Kelvin Miller, TREASURER
Kelvin Miller, TREASURERMontgomery Area Transit System
Kelvin Miller has served as the General Manager for the Montgomery Area Transit System since 2006. He is responsible for the operation of The M, utilizing 19 vehicles on 14 fixed routes. Miller has over two decades of transit experience, starting with a career as a bus driver. He holds a Bachelor’s Degree in Business Management from Virginia Tech.


Patrick Sellers

Patrick Sellers serves as a board member for the Birmingham-Jefferson County Transit Authority and has been the pastor of Mount Zion Missionary Baptist Church since 2008. Sellers earned a Bachelor of Arts in Pastor’s Program and Bachelors of Theology from Birmingham-Easonian Baptist Bible College and later received his Master’s in Ministry and Doctorate of Ministry from the Andersonville Theological Seminary in Camille, Georgia.
Tommy Brown

Tommy Brown currently serves as the Director of Parking and Public Transit for the City of Huntsville, Alabama. During his 35-year career of working with the department, Brown has been involved in the implementation of fixed route transit, paratransit services, and ridesharing services that currently serve the citizens of Huntsville. Brown earned his undergraduate degree in Urban Studies and later obtained a Master’s Degree in Urban and Regional Planning from Alabama A&M.
Taylor Rider

Taylor Rider serves as the Director of Transportation for the Baldwin Regional Area Transit System (BRATS). He has thirty-one years of experience in financial management prior to employment at BRATS. Rider has served on many boards and committees and is a member of several organizations. He is a graduate of Auburn University with a Bachelor’s Degree in Accounting.
Meinrad Tabengwa

Meinrad Tabengwa has served as the Transportation Planner and Manager for Gadsden Transportation services since 2003. He oversees the daily management and operations for the agency’s fixed routes and develops and implements programs to improve service quality, increase employee productivity, and increase ridership.
Jessie Carter

Jessie Carter has been the director of the Chilton County Transit since 2012. She is a native of Chilton and has worked in the public transportation industry since 2010. Carter serves on multiple board and committees. She holds a Bachelor’s Degree in Management from the University of Alabama at Birmingham.
Joyce Echols

Joyce Echols has served as the Director of the Cullman Area Rural Transportation System (CARTS) since 2010. Before being appointed director, she was in charge of several tasks for the Aging Program and the Transportation Program in Cullman County. She continues to promote and expand CARTS in order to provide the citizens of Cullman County, Alabama, with the most reliable, efficient, and safe rural transportation services possible.

During his 33-year professional career, his experience spans serving clients and leading consulting businesses ranging from single office to international operations. Phillips has extensive experience and expertise in energy, environmental, and water policy and management.
Randy Stroup

Randy Stroup has been working for the State of Alabama since 1989 as a Structural Steel Inspector in the Bridge Bureau. In 2004 Stroup began work with the Maintenance Bureau, Bridge Rating and Load Testing Section, where his skills and abilities were further developed in analyzing fatigue of in place and damaged bridge structures. Throughout his career he has gained valuable experience in different areas of the transportation sector and now oversees the Transit Section of the Local Transportation Bureau.
Carla C. Burger

Carla C. Burger has been the Director or Blount County Public Transportation for 16 years. She has also served on the State RTAP Advisory committee for 16 years. Burger serves as the chairman for the Blount County RSVP Board and is an alternate board member for the Middle Area Agency on Aging.
