Russell Lawrence has been the Director of Tuscaloosa Transit since 2012. Prior to this position he worked for the City of Tuscaloosa as the Business Manager for Tuscaloosa Water Works. He has also worked as the Accounting Manager for the City of Tuscaloosa Finance Department. Lawrence holds a Bachelor of Science Degree in Accounting from the University of Alabama.
Matthew Brown, VICE PRESIDENT/CHAIRBaldwin Regional Area Transit System
Matthew Brown is the Direct of Transportation for the Baldwin Regional Area Transit System (BRATS) headquartered in Robertsdale, Alabama. Matthew believes that new technology and cultural norms are pushing the transportation industry into a new era that will require change in order to survive. Matthew believes that the ATA can play a crucial role in aiding transit agencies through this time of change.
John Autry, SECRETARY/BOARD MEMBERManager of Public Transportation at City of Huntsville
John Autry, has served as the General Manager of The Wave Transit System in Mobile, Alabama since 2016.
Kelvin Miller, TREASURER/BOARD MEMBERMontgomery Area Transit System
Kelvin Miller has served as the General Manager for the Montgomery Area Transit System since 2006. He is responsible for the operation of The M, utilizing 19 vehicles on 14 fixed routes. Miller has over two decades of transit experience, starting with a career as a bus driver. He holds a Bachelor’s Degree in Business Management from Virginia Tech.

Jessie Carter has been the director of the Chilton County Transit since 2012. She is a native of Chilton and has worked in the public transportation industry since 2010. Carter serves on multiple board and committees. She holds a Bachelor’s Degree in Management from the University of Alabama at Birmingham.
Joyce EcholsCullman Rural Transportation System
Joyce Echols has served as the Director of the Cullman Area Rural Transportation System (CARTS) since 2010. Before being appointed director, she was in charge of several tasks for the Aging Program and the Transportation Program in Cullman County. She continues to promote and expand CARTS in order to provide the citizens of Cullman County, Alabama, with the most reliable, efficient, and safe rural transportation services possible.

Randy StroupAlabama Department of Transportation
Randy Stroup has been working for the State of Alabama since 1989 as a Structural Steel Inspector in the Bridge Bureau. In 2004 Stroup began work with the Maintenance Bureau, Bridge Rating and Load Testing Section, where his skills and abilities were further developed in analyzing fatigue of in place and damaged bridge structures. Throughout his career he has gained valuable experience in different areas of the transportation sector and now oversees the Transit Section of the Local Transportation Bureau.
